Festival Ciné-Palestine Paris (FCP) launches the call for short narratives, documentaries and animation films to participate in its third Short Film Competition which will take place in Paris during this year’s edition (30 May - 10 June 2019). This competition is open to Palestinian filmmakers from all over the world.         
This year’s “New Generation Competition” for Students and First Works aims at supporting young Palestinian cinematographic creations, and endorsing the work of students in the frame of their University studies and filmmakers at their first experience.
The competition will be scheduled on June 3rd, 2019 at cinema “Les 3 Luxembourg”, in Paris, and will be followed by an award ceremony.
FCP aims at offering a quality selection of Palestinian independent, innovative and experimental cinema and visual artworks. FCP is devoted to offering a platform to Palestinian filmmakers from around the globe and actively supporting them.
Winning features will receive a Jury Award and an Audience Award.

Article 2. Entry fee

As a non-profit festival, the Festival Ciné-Palestine does not charge an entry fee

Article 3. Conditions

Only films that meet all the following conditions may be chosen for participation in the competition:

  • Films that are either documentaries, fiction, or animated films; No promotional, corporate films or video clips
  • Films that are directed either by students or by filmmakers at their first experience.
  • Films that have been produced from 2016 onwards;
  • Films that do not exceed 35 minutes in length, including credits;
  • Films that have not been exhibited on the Internet;
  • Films that are in line with the aims of the Festival Ciné-Palestine;
  • Competition is open only to Palestinian filmmakers from all over the world
  • All films must have subtitles in English or French

Article 4. Withdrawal

Once a film has been selected, it cannot be withdrawn from the Festival program during the event.

Article 5. Exclusivity

During the entire duration of the Festival Ciné-Palestine, none of the selected films may be shown outside the Festival's theaters before its official screening.

Article 6. Language and subtitles

All films must be presented in their original language, with English or French subtitles. By “original language” we mean the language in which the film is or will be exhibited in its country of origin.

It is for the Selection Committee to decide whether a film that does not exactly meet the above-mentioned criterion may participate in the competition or not.

All films with dialogues in a language other than French will be subtitled by the festival’s technical department.

Article 7. Jury

FCP Selection Committee chooses 5 Palestinian and international Jury members for each competition (see preamble, a. & b.).

Any person having taken part in the production or exploitation of a film in competition may not be a member of the Jury.

Article 8. Awards for each category

A Jury Award and an Audience Award will be given to the winners of each competition category.

Article 9. Submission

Films must be submitted by 11 Februay 2019. An entry form must be filled in on our website prior to this date.

Directors are encouraged to provide a secure online link / screener (Vimeo or similar) for viewing purpose.

The shortlisted films will be chosen and screened during the Festival (3 June 2019). The screening will be followed by a jury and an audience award ceremony.

If your film is selected you must provide us with an HD copy of the film on an external hard drive. All shipping charges will be at your expense   

Shortlisted films will be announced on 4th of March 2019  

Article 10. Video (source files) format requirements

.mov, .mpeg-4, .mxf (HD not compressed). All other formats (DVD, Blu-ray, MiniDV, Betacam, etc.) will not be accepted

Article 11. Documentation

Complete documentation for each selected film is to be made available to the organizers when required.

Article 12. Publicity and press

Each participating-film contact will receive a request from the festival’s organizers to send publicity materials. These will be used in FCP publications and for distribution to the press and the festival guests.

FCP is qualified to use excerpts from the film, with a maximum of 3 minutes, nationally and internationally for promotional purposes. In the event that excerpts are not available, FCP is qualified to copy, under its strict supervision, one or more excerpts from the film for promotional use prior to and during the Festival only.

FCP website is allowed to use any photo or digital film clip (less than 3 minutes duration) for promotion of the entire selection and/or of each selected film.

Article 13. Expenses

Expenses for the shipping (for both import and export) and screening of selected films are to be met by the film's producers or relevant body.

Article 14. Regulation authority

FCP Selection Committee has the power to settle all cases not covered by the present rules and regulations.

Article 15. General terms

Participation in FCP implies acceptance of all the aforementioned regulations.

In case of litigation, FCP will have sole jurisdiction.

Article 16. Responsibility

Participants shall obtain all permits from all parties who have directly or indirectly taken part in the making of the film and/or who believe they have any right to argue against it, including image/sound copyrights, and will assume responsibility for any possible payments.

The Organizer disclaims any responsibility in case of dispute over image/sound copyrights. Only the participant will be responsible for them.
